Paid Street Art - A Great Initiative Helping to Tackle Graffiti Vandalism

It seems the debate surrounding graffiti will always remain.
Questions such as these are always going to be asked:
When is graffiti ok?
What is a fair punishment for graffiti vandalism?
If it looks good, is it still a crime?
If a celebrity created it, should it be removed?
In our mind, it is simple - without the consent of the owner of the property, it is vandalism, and the owner has every right to remove it, regardless of artistic talent. The vandals also need to be educated and punished, as all taxpayers contribute to the cost of graffiti removal.
Murals and street art are one method of both discouraging senseless graffiti attacks and providing artists with an outlet or release - stopping their need to resort to vandalism.
