Breakthrough on Banned Drinkers Register forges expansion of Scantek Verification Solutions

Announcement posted by Scantek 06 Jan 2021

Banned drinkers' register expected to be rolled out in Kimberley to coincide with Pilbara to contribute to the reduction of anti-social behaviour.

Key Points

  • Instant access for takeaway liquor outlets to identify banned drinkers expanding into the Kimberley

  • Uses cutting-edge technology developed by WA-owned and run business

  • Identifying alcohol buyers strengthening community safety, reducing alcohol-related crime, anti-social behaviour and health-related harm

The expansion of the Banned Drinkers Register (BDR) into the Kimberley has been confirmed by WA Racing and Gaming Minister Paul Papalia following its successful launch and implementation in the Pilbara. The trial is to be implemented for a two-year period, across the Kimberley and will include a Takeaway Alcohol Management System (TAMS), which allows customers to buy alcohol according to a daily volume limit for their area.

TAMS was implemented in Kununurra and Wyndham several years ago by the local shire and Scantek and continues to provide a consistent application of liquor management for residents and visitors.

TAMS works by scanning a person's identification and notifying the retailer if they have purchased alcohol elsewhere. The trial expansion of the BDR will complement the existing TAMS system and will run simultaneously with the Pilbara region to ensure sufficient data is secured during the trial period.

Racing and Gaming Minister Pual Papalia added "The BDR concept targets explicitly people with alcohol problems, rather than blanket restrictions that impact the entire community.

"The TAMS component provides an effective tool for people to consume alcohol responsibly and to reduce alcohol-related harm.

The McGowan Government is investing in extending the highly regarded community safety initiative to continue to support reducing access to takeaway liquor for problem drinkers. The planned expansion of the BDR is thanks to the collaboration between the region’s councils, the State Government and Identity Verification specialist, Scantek.

Scantek’s cutting-edge technology enables liquor outlets to verify a person's identity in real-time, confirming whether they are listed on the BDR. The entire scanning process takes seconds, making it easier for liquor outlets to apply the BDR consistently. Scantek’s solution will provide local businesses instant access to an extensive banned drinkers register, delivering assistance in helping them reduce alcohol-related crime, anti-social behaviour and health-related harm.

Developed in Western Australia, artificial intelligence is at the heart of the BDR solution, using a unique mix of optical character recognition and machine learning techniques. The expansion of BDR enables Scantek to continue their support of the Government of Western Australia Community initiatives, WA business owners, their staff and Community.

Ches Rafferty, Scantek Co-Founder and CEO said: “The expansion of BDR is a fantastic outcome. Scantek is proud to continue to support the Government of Western Australia and deliver solutions that support WA Business owners, their staff and the community safe.”
