AdV had previously worked to a five year production cycle for all of its high quality map products. However, this was no longer meeting the demands of customers who required information to be updated more regularly, and in shorter periods. Twelve of the 16 AdV members states decided to develop an automatic process to speed up production and reduce manual effort, and founded the IP-ATKIS-Gen project group. 1Spatial was selected as the IP-ATKIS-Gen partner for one of the largest generalisation projects in Europe. Together the two organisations developed an automated, “context-aware” solution using 1Spatial’s experience and software tools. The map data was harmonised and the solution used across the member states, reducing the production cycle from five to three years, marking a 40 per cent improvement. Dr Dietrich Schürer, Head of the IP-ATKIS-Gen Technical Committee explains the organisation chose 1Spatial because, “When we looked at universities who are researching cartographic generalisation, they are only focusing on particular problems whereas we wanted a holistic approach. It was clear that we needed a strong partner with deep knowledge and experience of handling geospatial data.” The generalisation process meant translating a map product (either a paper map or a digital product) from one scale to another. For the AdV members, producing a single 1:50,000 map sheet took an average of three months. With the state of Rheinland-Pfalz alone represented by 41 sheets at this scale, this required two cartographers working full-time to meet the committee’s five year target. Alan Paine, Senior Project Manager, at 1Spatial states, “1Spatial’s technology means that IP-ATKIS-Gen members can now meet customers’ complex requirements and make best use of cartographers’ skills while achieving consistent and authoritative data for the whole of Germany, and also deliver them as a web service. A new case study featuring TCCS and Safe Software’s FME application has been posted ahead of free FME World Tour events this week in Sydney and Melbourne – www.1spatial.com/fmewt The relationships between climate change challenges, sustainability goals and community expectations are key drivers in TCCS’s development of an urban tree planting program. Informative and current data sets are being used to inform management strategies by overlaying age, density and condition data and proposing future canopy density targets. The establishment of current baseline data for Canberra’s urban tree canopy coverage was essential to the program. In this respect, two data sets were available: a 2010 ground-based audit of trees in streets, verge areas, open spaces and parks; and new aerial laser scanning LiDAR (Light Detection And Ranging) data for the majority of urban areas across Canberra. With a tight timeframe of four weeks to complete the project, TCCS needed to quickly analyse and extract the LiDAR data relating to trees and combine it with the ground-based audit data. After evaluating different tools and methods, TCCS chose Safe Software’s FME application and engaged 1Spatial, a Safe Software Value Added Reseller and Platinum Partner, for their expertise in analysing and extracting LiDAR data to accelerate the process. “We were keen to use FME because we have an existing skills base,” said Daniel Goodwin, Acting Manager, Asset & Data Integration for TCCS. “FME is more user friendly than other approaches which require more specialised expertise. It also provides full transparency into the process which makes it very good for iterative development. With other tools, we weren’t sure we could get the outcome we wanted in the available timeframe.” A 1Spatial consultant was contracted for two weeks to identify tree-related data points in the LiDAR dataset and generalise them to create smooth representations of the tree canopy. “Within a week, 1Spatial had a good product output, and then we ran some refinements over the next week,” said Goodwin. “We used out-of-the-box smoothing algorithms in FME to generate very compelling data for our analysis.” As 1Spatial was able to deliver ahead of schedule, the Directorate could save time and use its own FME skills more productively. This included verifying the tree canopy data, integrating it with other datasets and creating mapping tools for strategic tree planting and management. When the final tree canopy data was displayed in TCCS’s Geographical Information System (GIS), with canopy coverage calculated as a percentage, the value of the LiDAR data was immediately obvious. “The LiDAR data was crucial in determining the canopy cover,” said Goodwin. “Publicly available Web mapping tools tend to merge urban and non-urban areas and overestimate urban tree cover. When we focussed on the urban areas we have control over, we could see which suburbs and streets have less canopy cover than others and better target our tree management strategy.” TCCS can also use the new data to facilitate implementation of the urban tree planting program and communicate with key stakeholders. Each station must be correctly staffed and this can mean moving staff between fire stations. The right appliance must also get to the right location as quickly as possible. LFB used AA Route Planner information to determine likely travel times between each of its 102 stations. However, as a set of 12,000 individual, point-to-point manual queries, the process had previously taken 40 working hours to complete. It also, inevitably, carried a high risk of error and required detailed checking. LFB streamlined its data management and created a single, authoritative set of geospatial data that could be shared across the organisation. It suggested using FME to automate the process of updating inter-station travel times, eliminating the potential for manual errors, as well as saving time and money.
